Who does the patriot act effect? Why?

It affects every person in the U.S., because it gives law enforcement
agencies authority to collect and share information in ways that they
previously could not. Attorneys General love it; plenty of citizens
hate it; the real truth of its pros and cons is somewhere in between
the opposing claims of beauty and evil.

but you get an idea where to look in the act...
