I am interested in a fairly low cost (couple hundred dollars or less)
GPS reciever that can log where it has been and download that data
into a computer.  I want it to take samples fairly often (10 seconds
or so, or every 20 feet or so).  I think some of the normal consumer
GPSes have this feature.  Just being able to manually define waypoints
is not enough, I want this to work automatically.

Thanks, that is good information.  I do still have some questions. 
How often does it collect points?  The manual doesn't say.  And, how
many points can it collect before becoming full?  I want to be able to
run for long amounts of time without running out of memory (week or
so).  Also, are the points collected also have a time stamp?

It stores the timestamp and location of each trackpoint, in this page
you can find also how stores the data:

"Notice that some points are one second apart and some points are 24
seconds apart. The GPS has a way of deciding how to take data
depending on how much you've moved. You can set it to take points at
any time interval, or any distance interval. We''ve found that the
default setting (which we don't fully understand) works great."
