Have you tried their alumni association? That would be the first place I'd go.

Yes, but that didn't help. I am trying to verify a degree from there
in a quick manor. The school has lost the records and it will take 8
to 10 weeks for them to research it, so I was hoping to find a list of
names of students showing that person there during that time or if
there is a way to look at year books from that time.

I've found a directory online of USF Alumni, but you must be a member
to use the search function which requires being a graduate yourself.

In case this was not the org you have contacted, try:

University of South Florida Alumni Association
Sam & Martha Gibbons Alumni Center
4202 E. Fowler Avenue, alc 000
Tampa, Florida 33620

813-974-4380
800-299-BULL

Alumni@admin.usf.edu

And, if you can tell me which school your person in question graduated
from (i.e. engineering, medicine, etc), there may be school specific
directories available online.
