I am looking for the title of a book a read in H.S. - mid 1990s.  I'd
place the publication date no earlier than 1980 (based on the cover
art and printing style).  I seem to remember it having a sticker as an
award winner of some sort on the front, though I have combed the lists
of various major book awards and haven't found it.

The plot was about two sisters who move to this foreign city (I am
under the impression that it was in the middle east).  When one sister
wanders the city, the streets are set in grids, but when the other
younger one goes out, the city turns into a maze of curving streets. 
My friend remembers one of the sisters having red hair (and this being
an important point).  I want to say the title has something like "the
streets of" or "the roads of" but none of the books I have looked up
with titles like that have been it.  I also may be considered "young
adult".  Regardless, it was not at all risque as it was in our very
small high school library. We did try looking it up at our old library
but most of the books had been replaced and our librarian had died.

nuts for years now!
