translation of French version TV Speech.

Paul Martin gave a tape-delayed TV speech in English that was said to
be 7 minutes.

But he also delivered a French version of the speech that was said to
be 9 minutes. Allowing for the fact that French is not his
mother-tongue the two versions may have different content, not to
mention "spin".

Q) What is the english-language translation of the French version of his speech?

Written French is on average 25% longer than written English to convey
the same meaning. I would guess that the time difference in speeches
is for asimilar reason.
