I need to get a Honda Technical Service Bulletin.  It is 03-085.  (the
number assigned by Honda)  Apparently, Honda decided not to make TSBs
available to the public and people have to go through some lengthy
procedures to get one.  Can someone get this?

Just to clarify it is a 2003 Honda Accord 4dr w/ 4 cylinder engine. 
The TSB number is 03-085, issued in NOV 03 and the headline says: Body
- Wind Noise From Upper Rear of Front Door Windows.  Thanks.
