I am interested in monthly purchase of 1,000 to 5,000 MT of HMS (Heavy
Melt Scrap) #1/2 mix 80:20.  I need to find suppliers, in either US or
China, who will supply this quantity for a reasonable price.  I have
found many suppliers who will not supply less than 30,000 MT at a time
 (not sure what is the justification of this magic number).  I'm
basically looking for a list of contacts at suppliers that will be
able to supply 1,000 to 5,000 tons per month.

No. We actually want to export the scrap metal 
   TO South-East Asia 
   FROM either US or China.

a list of demolition contractors and affiliates that might be able to
supply the quantity of scrap metal that your looking for.
