further to my initial comment, it might help out Google researchers if
you could tell us:

1. does the work permit have to be for "an umbrella company" or can it
be for you as an individual contractor;
2. is the reason you want the permit for an umbrella company due to
the UK Government's recent IR35 Rules with respect to taxation and
contractors and;
3. would you be satisfied with an answer that simply lists several
sources who MAY be able to assist you with your work permit
application (and who MAY be able to assist you with points 1 and 2 as
noted in this particular clarification). If you think that you may
require more information than just a simple listing of sources, then
it might be worthwhile to repost your question with further
clarification and possibly a higher list price depending on how much
information you require.

In the meantime, you might find the following sites useful; both are
from the Home Office and Immigration Nationality Directorate in the UK
and deal with work permit applications:

your best bet in this instance is probably to go to a specialist law
firm - in particular, one that specialises in applying for work
permits as well as company law.
