I need to set up PC anywhere on a client computer to forward a the IP
address to my local IP address but i don't have access to the router
to forward it

how could i do it with out accessing the router to forward it?

Please rephrase better the first part of your question. I'm pretty
sure I have the answer, just want to make sure I got the question
right/

Impossible without changing the router. pcAnywhere requires two ports
to be forwarded to the IP address of the host. Those ports are always
blocked, so they need to be un-blocked and pointed to the IP address
of the computer you are connecting to (the host.) Either reset the
router to erase the password, or get permission from the router
owner/manager to add a port forwarding entry.
