I am English. If i marry a NewZealander, how long before he is eligible to work
permanently in England. How do i apply for a work permit for this and
is there a step down period after the date of the the marriage before
we can both work there?

He'll be eligible to work as soon as he arrives in England.

He'll be given permission upon arrival.

No.

Briefly, the answer to all three questions is your husband will be
given permission to work (for 2 years) when he arrives in the UK.  The
first step is to apply for an "entry clearance" at your nearest Entry
Clearance Issuing Post (ECIP) in New Zealand, processing times are
currently taking about 4 to 6 weeks.

Settlement Application
"Spouses and dependants who wish to accompany/join the holder of a
Certificate of Entitlement or British Passport for settlement in the
UK must apply for an Entry Certificate for that purpose prior to
travel to the UK. The Entry Certificate is valid for presentation at
UK ports from the "valid from" date given on the visa. The applicant
must enter the UK with (or subsequent to) the spouse's arrival. At the
end of this period they must apply for an extension (at the Home
Office) to remain in the UK. If the couple has been married for more
than a four year period when applying for settlement they will be
granted full settlement immediately."
Entry Certificate Requirements/Checklist
  * Applicant's marriage certificate
  * Evidence of spouse's claim (Sponsor's UK birth certificate;
current UK Passport; NZ passport with Certificate of Entitlement -
applications may be made together - Grandparent Entry Certificate or
Work Permit or Student Entry Certificate )
  * Evidence of prior relationship (if marriage only recently taken place)
  * Applicant's passport
  * Two passport photograph of each applicant. The photographs should
be taken against a light background, be clear and of good quality and
printed on normal photographic paper
  * Application form Settlement (VAF2) for settlement applications,
Application form Non-Settlement (VAF1) for other applications. Please
ensure all questions are answered.
  * Evidence of the sponsor's ability to support and accommodate the
applicant (e.g. bank statements for previous few months, employment
contract, etc)
  * Child's full birth certificate
  * Please supply a daytime contact telephone number
  * Fee: See Services and Fees
  * Please enclose a return courier pack or a courier fee of $6.
  * If applicant is to join spouse who is already in the UK, a
photocopy of the spouse's passport (All pages)
