Seeking non-toxic,flexible,sticky,syrupy liquid that will encapsulate
air bubbles injected into the substance.

What do you mean by "encapsulate"?  Are you looking for the creation
of a permanent air bubble?

Example: Fill a cake pan with 1/2" of this sticky, syrupy, yet
lightweight semi-liquid substance. Insert a tube into the substance
and blow air to create an air bubble. The air bubble can then move
within substance through physical pressure and manipulation.

If it's a non-food item, try clear casting resin

Propylene glycol and clear casting resin may be too toxic or
flammable. The ideal substance would be inert and cause no
environmental damage. Air injected into the substance creates an air
pocket bubble that won't pop through to the outside. The substance
must have a fluidity aspect i.e. viscosity and cheap to and
lightweight. Haven't gotten the right response yet.

Try sodium alginate.  It'sa substance similar to that used for gummy
bears.  you can buy it online pretty cheaply.
