Are there any hospitals in the New York, New Jersey, Pennsylvania area
that would be willing to do obesity surgery (by a board-certified
surgeon)for someone that is severely overweight (400 lbs) and whose
life is in danger but does not have insurance or much money or a job
and cannot pay?

Which of the three states do you live in?  You may qualify for
Medicaid in that state.
