A guy at a CG animation SIG commented some time ago that he'd read a
book about how "Spec Proposals" weren't just awkward, they were a way
for one big company to screw its competition.

Making it expensive to enter the fray seems to be pretty popular.
Maybe the book is wrong. That would be nice.

It was a recent book in early 2000, I think. Sorry, but I don't have
any ideas for keywords.
