Jab-ga is close, but I think the report you are looking for is the
Public Financial Disclosure Form (Form 278) filed by G. W. Bush in
June 1999 and covering the 1998 (not 1999) calendar year.  That's the
one that Lardner would be referring to in his July 3, 1999 article.

The reference to $250,000 in gains is apparently to entries on pages 2
and 6 of the form, relating to interests in GFW Energy LP and GFW
Energy II LP.  These, as you probably know, are interests held in
partnership with Richard Rainwater.

Interestingly, one of the pages documenting the GFW Energy sales (page
2) is missing from this online copy of the report, although the nature
of the transaction is summarized in one of the attachments to the
report (which is included).

Since that missing page and page 6  appear to be of most interest to
you, I am posting this as a comment, not an answer.

But I will leave this question open and if anyone can find the missing
page(s), (on or off line) they get paid too.
