Hi,

States are increasingly outsourcing their functions. What are states
paying companies that take over previously managed state functions. In
particular, what are states paying (how are they paying? percent of
contract? flat rate?) to companies to manage their outsourced
substance abuse programs?

records management, prisons and transportation. There are probably
others. Your question starts out looking for general ?previously
managed state functions? that are outsourced but you end asking about
?outsourced substance abuse programs.? Please clarify this issue.
Also, are you interested in information about specific states or
programs?

Specifically, I'm looking for info on out-sourced management of
substance abuse programs. A few examples from several states would be
helpful, in particular from Florida. The operative word here is
management...

Here's an example that might clarify the questions. For example a
state outsources $1 million in services. It "hires" a company to give
out the $1 million to the people who actually provide the services. In
some areas this company is called an administrative service
organization (aso). Of the $1 million that the ASO passes on, how much
is it able to keep as a management fee?
