One can request a copy of their own record via "FBI Identification
Record Request."  One must include an original fingerprint card,
personal identifying data, e.g., name, address, etc., and a cashier's
check for $18.  (For more information, see
http://www.fbi.gov/hq/cjisd/fprequest.htm).

My question is, if one is NOT on file, does the request itself now
cause one to BE on file?
