I would like to put relevant ads on my websites but I do not want to
let Google decide which as I think I can do a better job of selecting
ads myself.

I believe what I need is one or more ad-feeds with ads which are
categorized and contain the actual link text, ad text, link and maybe the
PPC amount I would be able to make should a visitor click on the the
ad.

Who provides this service and where do I get more information?

Are you looking for an application to run your ad server with feeds or
are you looking for a service that does this?  I know of an
application that will allow you to sell ad space as well as pull in
categorized ads from other sources.

Ideally I'm looking for services from where I can download ads in bulk
in order to place them on my own websites as I see fit.

Ads can be served from whereever (including my own servers) as long as
I get to choose which ones get displayed.

I'm not looking for a black box application to do this for me. What I
need is access to the raw ads to make decisions on which ones to
display.
