In Microsoft Outlook I would like to send an email to contacts within
a certain category. This is not to be confused with creating standard
distribution lists. What are the steps to sending emails to contacts
in categories or quickly creating a distribution list based off of a
category? Outlook help is not being very helpful on this issue and I
don't even konw if it's possible or not.

I believe the solution you are looking for is using the mail merge
feature.  You can send an email to all, a distribution list, or in
this case you would select a category during the merge when prompted.

performing a mail merge with your contacts by category, etc.

As for your question about quickly creating a distribution list... You
can sort them by category (View/Arrange by/ Categories) and then when
you create the new distribution list you can Ctrl Shift to select
