I spent a few minutes on this one, first coming across accounts of the
"Mallard" in the U.K. holding the U.K. speed record. It appears that
the U.S. record was set 3 decades before the Mallard's famous run,
with the Broadway Limited, an old run of the Pennsylvania RR doing a
127.1 mph run between AY Tower and Elida, Ohio. It was done by
locomotive 7002:

Rather than post this as answer, let' see if someone finds a better number.
The Google search strategy works well for this if you eliminate
references to the Mallard:
