I want to find the transcripts -- as opposed to the final report,
which I have -- of Coast Guard hearings into official misconduct held
in 1970 and 1971. I have been told that copies of the proceedings may
be found in the Judge Advocate General's records at the National
Archives. So far, no luck even finding that office or department.
Where should I inquire?

Omnivorous-ga: Yep, I've spent hours trying to navigate the National
Archives website. I know the documents are in there, but believe they
are out of the reach of the standard search methods. I am looking for
someone who knows how to search for transcripts relating to military
(more specifically internal Coast Guard) investigations.

You've certainly picked a challenging record to try and track down.

It's not clear which record would contain the transcripts you need,
but at least it's a start.

Greetings, everyone: After an extensive search, I found a series of
researchers-for-hire who excavate material from the Archives; the
Archives itself provided a link to them, apparently figuring that
laymen will often need the help. One of these researchers kindly
directed me to Rebecca Livingston, who works in the Old Military and
Civil Records office. At first she doubted that the office had what I
was looking for, but it turned out these specific records (among
others pertaining to the general subject) were all there. An assistant
has moved with great speed and efficiency to get copies of them to me.
Meantime, I appreciate the help from Omnivorous and Pafalafa very
much.

Wow.  What a great turn of events.  I'm very pleased to hear that you
got what you wanted, and quite intrigued by the path you took.  I'll
have to check out that research team myself, for a bit more background
on NARA.

Pafalafa-ga: I do not know if the whole of the Archives offers links
to researchers like the one I found, but maybe. If you would like more
information about the road I was sent down, let me know, and I will
figure out a way to do that without posting the addresses of the
people who offered me guidance.

You're aware of the National Archives site, are you not?

They have a number of specialty collections and I think that it's
going to take some telephone calls to determine where your documents
are located.  More popular documents (immigration documents, U.S.
Census) are on microfilm but I suspect that yours is kept on paper in
a special collection.  It's likely in Washington, but possibly at
another location.

I am not sure if that's what Omnivorous has meant in his comment. This
type of records is very likely not to be archived online. I think that
Omni here has suggested that you'll have to contact the relevant
collection in the National Archives, and coordinate a date for your
visit (or, if possible, that the material would be sent to you). There
is a lot of material that is not online.
