How do I find a Fiction Book written in th 1970's about twin brothers
going to the Vietman War together - One becomes a POW due to mistaken
identity and the other goes home and blackmails Mayor to release his
brother from being a pow?

One brother was a regular soldier for the Army, the other brother as
an interrigator for the Army - ruthless and with a reputation. The
first brother was captured thinking he was the second brother (the
interrigator). The war is over - now the second brother's goal is to
get his brother out from being a POW. He has a plan which takes years
- and involves placing bets with bookies on long shots (Horses) to
plan on winning the BIG bet to retrieve enough money for his brother's
release. His plan also involves planting bombs throughout the city to
make the mayor fix a race to ensure he gets the big payoff.
