What information do you currently have about Noel Germaine (date of
birth, country of residence, names of compositions, etc.)?  This
information might help us to find an answer.

Are you sure the name is correct? 
 In very extensive list of composers, http://www.dolmetsch.com/cdefst.htm
I could not find a person with the surname Germaine, nor a Noel, did find however:

Tailleferre, Germaine [ne Germaine Taillefesse] (she changed her name slightly)
19 Apr. 1892 Saint Maur Des Fossés, France	7 Nov. 1983 Paris,
France	French composer and the only female member of the famous Group
Les Six

who did compose vocal works.  Here is a good site about her:
