I am looking for software that will let me create a business center
from a PC and Printer. I'll need it to interface with a card swiper
and bill people's credit card. I know I'll need a merchant account to
charge the card but I need help finding the software package to be
able to control the use of the PC. I am sure there is a turnkey answer
out there, I just need help finding it.

I am sorry. I am not being clear. 

I just need to put this computer in a common area and let people "rent
it" to check email or use the interent or print some documents. SO I
need the software to track the usage and be able to charge the credit
card.

Banks provide the card readers and the safe communications to the
bank. It is a good setup, easy to use and monitor.

Remember also that BACSTEL-IP could be important in this, the
replacement for the old BACs payment system, everyone who uses that
payment method has to be ready for BACSTEL-IP by December this year
and no new systems for the old BACs are being released (going from
memory) from July this year.
