What you are asking is probably impossible to find out - at least in
terms of an accurate number (or near accurate estimate). I suspect you
are asking your question as an approach to something else. What
exactly are you hoping to achieve and maybe we can help you do it in
some other, more practical fashion?

I'm trying to find out how many people, what perceentage of Americans,
would watch a show with that as the topic. I'm open for suggestions
and other approaches that will give me that answer.

Hmm. As I suspected your question is not about "How many television
shows were broadcast in the US in 2004 on the topic" but a matter of
marketing demographics. As you probably know marketing questions such
as yours typically costs thousands of dollars to answer and are
normally done only by marketing agencies that have done studies in
that area.
If I may give you some advice, your question about "alcohol and drugs"
is far too broad to have been answered. Virtually every show nowadays
has something to do with these topics either directly or indirectly.
That's how saturated our society is with these issues. Having said
that, in my opinion it's not a matter of how many people would sit
down to watch a show with the topics you mentioned but how many people
would be watching TV "AT ALL" during a specific time slot that the
show might be in (another terribly complicated issue that only a
marketing specialist could probably calculate). If that were known, it
might be possible to estimate the percentage of overall viewership
shares your program is likley to claim.
