I have been on a very long search for Training and Skill Tracking Software.

I have reviewed and/or demo'd most of the name brand LMS/LCMS
(learning and learning content management sytems).  I am not so
concerned about providing courses online, or a container system for
content.

What am really looking for is something that would allow me to keep
track of training progress of many users.  A system that understands
that the instructor can also be a student.

It should track items such as:
Training Dates
Evaluation results
Training/Certificate expirations
Current Training Status Reports Etc.

It should support:
Flexible, rebrandable
Skins/Themes/Templates (whichever you prefer to call them)
Integration with existing MySQL user database would be very nice.

It must be a web application, PERL/PHP preferred.

I would like to run it on my own servers.  Not very interested in
paying another provider to host an application.

I need something that doesn't license by the user, as we have too
many, and I want to make it accessible to our entire audience.

PERL/PHP preferred, but open to all results if they match the spirit
of my question.

I am not looking for learning software that focuses on the
teacher/student relationship and course content management such as
Moodle or Dokeos.  This is not what I need.

Qualified results would be most appreciated.

I am asking this question here, because I feel I have exausted my own
searching capabilities.  I would really like to see something that was
well constructed in the same thoughtful style and flexibility as a
powerful bulletin board/trouble ticketing/content management web
application.  Think: Ikonboard/PHPNuke/E107/Etc/Etc.  (Just trying to
give more info here).

You say you've done exhaustive searching and come up with nothing to
meet your needs yet you're only offering $15 for a researcher to
accomplish this daunting task.

As a new user I suggest that you review these Web sites so you can get

Ahh, good point.  It was my first question, and did not investigate

You could try contacting http://www.learnetindia.com/
They make some pretty comprehansive Learning software, 
Being in India they would be cheaper ( as you are paying in USD) and
are quite flexible in terms of modules that you need.
I have had quite a good experiance from them
