I work for Winn-Dixie, and every Tuesday I go in to get my paycheck my
manager always makes me wait longer than neccesary, usually about 10
or 15 minutes even though he's doing nothing at the time. The last
time I went in to get my check he took 30 MINUTES and it was just to
amuse himself. He was dancing and talking to me like "How bad do you
want this check?", "only 2 hours more to go until you can get your
check" when he had access to them three feet away. What I need to know
is, is this illegal? I'd also like consequences if it is, and please
provide links. Thank you so much!

I'm sorry to hear that you are being put through this type of
treatment. I don't know whether what your manager is doing is
"illegal" or not, but it is certainly unethical and it is certainly
harassment.

I took the following from Winn-Dixie's onw Code of Conduct:

WINN-DIXIE CODE OF CONDUCT

Quote: "You should be treated with respect and dignity in your work
environment. This means a workplace free of harassment and
discrimination. Conduct that degrades or shows hostility towards an
individual is unacceptable and will not be tolerated. Unacceptable
conduct includes, but is not limited to, physical or verbal abuse;
slurs; stereotyping; threats; intimidation; insults; ridicule;
vulgarity; intolerance; harassment; discrimination; sexually explicit
humor, conversations or behavior; epithets; unwelcome touching or
invasion of personal space; unwelcome sexual advances; derogatory,
suggestive or obscene written or graphic materials; and insensitivity
to the beliefs and customs of others."

What your manager is doing seems to me to amount to verbal abuse,
ridicule, and harrassment. If he does this only with you, add
discrimination to that list.

My advice to you - report him. Now. Find out who his boss is (district
manager?) and write an official complaint to that person. DOCUMENT
every time that any such harrassment occurs and keep a log.

Better yet, does your store have video cameras for security? If so,
write down the specific day and time that this happens next and
contact his boss immediately afterwards and suggest that the security
tapes be viewed.

That's where I'd start if I were you. I'm sure there are many other
avenues you can use if this one fails.

Greetings Caseyfla,
I wouldn't be so confrontational. You want him to treat you properly. 
I would give him a chance to do so before going over his head, - by
copying the URL excerpt and giving it to him before the next payday,
underlining the terms websearcher has mentioned.  You can even do this
anonymously.  On payday, have another copy with you in the same
format, and if he starts again, present it to him immediately and
demand your check.  No threat, he will recognize the paper and the
implied threat when he sees it and know you are in your rights.
Either he will respond correctly (and hopefully appreciate that you
have let him amend his ways without reporting him - knowing that you
can and will if he does not in the future) or he will react in line
with his past behavior, which will now be worse for him.
If that happens, then do report him immediately.  Maybe this question
is additional evidence.

If you are a member of a minority  - even one your manager belongs to
-  then his action is also discrimination.
