There are several avenues for compiling such a list --- Though I'm not
entirely clear on what you mean by "registered," I'm going to assume
you are talking about "licensed."
"To practice veterinarian medicine in West Virginia, all persons must
be licensed unless they fit within one of the exceptions listed in the
statute. The Board of Veterinary Medicine will license a resident
applicant who shows that he is: (1) a graduate of an approved school
of veterinary medicine; (2) at least 18 years of age; (3) a citizen of
the U.S., or an applicant for citizenship; (4) a person of good moral
character; and (5) who passes the requisite examination (unless
exempt). "

Each state board is overseen by the American Association of Veterinary
State Boards (AAVSB).
"The American Association of Veterinary State Boards (AAVSB) is the

of veterinary medicine."

I have sent email requests to both of the above boards to see if they
will provide a list. So far I have not heard back from either one (but
it's only been an hour). If I do hear back, I'll post a clarification
here. Meanwhile, I suggest you follow up with them as well, maybe by
phone.
Also, a veterinarian can elect to join the American Veterinary Medical
Association (AVMA). Though membership is voluntary, the AVMA states
that their membership represents over 67,000 (approximately 80% of
all) practicing veterinarians.
