I had been watching one company searchenginesnow.com which provides a
flat rate monthly service. This service allows websites to place 5 -6
keywords or phrases in the first page of google sponsored section or
overture placement service. they are able to consistently place the ad
in the first page at almost any time. ( monthly rate is around 180$
for all search engines)

How is this possible, they dont bill any additional CPC... I would
like to create a service like it but reading and contacting google
doesn't help in understanding how this could be possible. Google
emailed back saying i should ask the same question to "ga"'s.
