I have an external USB 2.0 hard drive that is 250GB.  It contains a
single partition, formated as fat32.  I can read and write to it with
linux and with windows.  The trouble is, once I have a certain number
of files, I can't add any more with linux, or windows explorer. 
However, cmd.exe has no problem creating new files, which then show up
in windows explorer and linux.

also, I should mention, the error I'm getting on Linux is "No space left on device"

also, on linux, mtools (mcopy etc.) can create files

Take a try by steps follow,

(On windows envirment)
1. Open `My Computer' and right-click on your HD
2. Choose `Properties' from the popup menu
3. Choose `Tools' tab page from the popup window
4. Click on the `Check Now' button
5. On the poped `Check Disk zzz' window, check the `Automatically fix
file system errors', and then click `Start'

Hope this helps you like me did on my flashdisk days before ;-)
