Was OSHA negligent in the March 2005 British Petroleum plant explosion?

Dear Cry, 

"Negligent" is a legal term, and in this case, no court decision, as
far as I know, has been released. Moreover, it might take months for a
decision. I can point you to a source that has frequent updates on
this question: you would get updates if OSHA would be found negligent.
