There are a couple of ways to do this. The simplest and cheapest
method, since your friend lacks a computer, would be to get a DVD
player that plays JPEG image CDs (if this is how they are stored on
the CD, which is probably the case). Take the CD to a store and try
it out in some JPEG-enabled DVD players to see if any can read it

The other approach requires a computer, a DVD burner, and software
like "Photo2DVD Studio" Wondershare Software, Inc. (2005)
http://www.photo-to-dvd.com/. You would then copy the images off of
the CD and use the software to burn them to a DVD. Note that some DVD
players have issues with consumer recorded DVDs, so some investigation
to ensure compatibility is a good idea.
Personally, since DVD players are so cheap these days, I would try the
first approach since the computer-based approach will be much more
expensive. Perhaps your friend's existing DVD player already has this
capability? There are commercial services that would do the transfer
as well, but they would probably cost as much as a new DVD player. If
the new DVD player idea does not work, then look into transferring the
images to DVD.
