Greetings! If by "state sponsored" you are referring to no-cost day
care, I have found a few organizations of that type in the El Paso
area. If you would accept those as an answer, I will be happy to
provide the list.

Yes, I am looking for free or money assistance for child care.
Without this assistance for the next few months, she will have to drop
out of school. She's carrying a 3.9 GPA, and for her, that's amazing.
They have 5 kids, 2 small ones. Her husband's a truck driver, so,
there's income, but not alot. And we can't swing $600 a month.
Thanks for your help!

Have I been forgotten? Other than the suggestion to go to Child Care
Services, there has been no response. What more clarification do you
want? I will gladly provide more info, etc. Please respond. I am
not familiar with Texas law. My step daughter 900 miles plus away,
and she needs some assistance. Her Dad would do just about anything
for her, but child care is not in the budget.

What school is your daughter attending? Have you checked out the YWCA?

Hi katzrkaren-ga,

Well, I was surprised to see your question still sitting here
unanswered, so decided to check into it myself. The term you use,
"state sponsored" child care doesn't seem to be an entity in Texas.

In short, what Texas does do is offer child care subsidies to
qualified individuals to help cover the costs of child care. The
parent can then use the subsidy towards child care at any facility
that chooses to accept it.

What I've provided below is ---

Definition of "subsidized child care"
Where to apply for subsidy
How to determine if you qualify for subsidy
The types of facilities that provide daycare under Texas licensing
rules
Where to find a list of day cares in El Paso that accept subsidies
Links to a few low-cost daycare centers
Additional information regarding daycare licensing in Texas

WHAT IS SUBSIDIZED CHILD CARE? ------------------

Subsidized child care are programs that pay all or part of a child's
care based on eligibility guidelines. Subsidy programs in Texas are
not regulated by Texas Department of Protective and Regulatory
Services

http://168.38.131.160:8080/Child_Care/Search_Texas_Child_Care/FAQ.asp#Q17

WHERE DO I APPLY FOR SUBSIDIES ? ------------------

Child Care Services (CCS), under contract with the Texas Workforce
Commission (TWC) and the Upper Rio Grande Workforce Development Board
(URGWDB), purchases child care for families eligible for federal
subsidies.

CCS establishes provider agreements with independent providers to pay
for child care for low income families who are striving to become
self-sufficient. CCS also contracts with providers to care for abused
or neglected children.

Child Care Services is managed by the YWCA El Paso Del Norte Region.

HOW DO I KNOW IF I QUALIFY? ------------------------

If you think you qualify for CCS funded child care, call CCS at
915-533-7528. A CCS parent service worker will help you determine if
you qualify and will let you know if funding is available to subsidize
your child's care.

The page below gives more information and provides income guidelines:

http://www.ywcaelpaso.org/serv04.htm

WHAT KINDS OF FACILITIES ACCEPT SUBSIDIES? ----------

These are the types of daycare that Texas regulates.

Listed Family Home: A caregiver who is at least 18 years old that
provides care in her own home for compensation, for three or fewer
children unrelated to the caregiver, for at least four hours a day,
three or more days a week, and for more than nine consecutive weeks.
The total number of children in the care of a listed family home,
including children who are related to the caregiver, must not exceed
12 at any given time.

Registered Family Home: A caregiver who provides care in her own home
for four to six children, birth to 14 years for less than 24 hours a
day. Child day care can be provided for six additional school-aged
children before and/or after the customary school day. The total
number of children in care, including children related to the
caregiver may not exceed 12.

Group Day-Care Home: An operation that provides care for seven to
twelve children, birth to 14 years for less than 24 hours a day.

Day-Care Center: An operation that provides care for 13 or more
children, birth to 14 years for less than 24 hours a day.

Drop-in Care Center: An operation that provides care for children,
birth to 14 years. It does not provide care for the same child for
more than five consecutive days and no more than 15 days in one
calendar month.

WHERE DO I FIND DAYCARES THAT ACCEPT SUBSIDIES? ------------

The State of Texas provides a searchable list of all registered
daycares. This is their search page:

http://168.38.131.160:8080/Child_Care/Search_Texas_Child_Care/ppFacilitySearchDayCare.asp

What I did was type in a search for ALL daycares in El Paso that
accept child care subsidies. Since I don't know the ages of the
children we are discussing, I clicked all three age ranges. The list
returned is long (over 200 daycares) so I'll just post you a link to
my search results here.

http://168.38.131.160:8080/Child_Care/Search_Texas_Child_Care/ppFacilitySearchResults.asp

Details are given for each daycare. A typical listing looks as
follows:

Facility Number: 420250
Facility Type: Registered Family Home
Facility/Caregiver Name: AMELIA ARMENDARIZ
Location Address: 3101 JEFFERSON
EL PASO, TX 79930
Mailing Address: 3101 JEFFERSON
EL PASO, TX 79930
Phone Number: 915-566-6069
County: EL PASO
Website Address:
Email Address:
Administrator/Director Name:
Type of Issuance: Registered
Issuance Date: 6/1/93
Conditions on Issuance: No
Accepts Childcare Subsidies: Yes
Hours of Operation: 06:00 AM-06:00 PM
Days of Operation: Monday - Friday
Total Capacity:
Licensed to Serve Ages: Infant, PreSchool, School
Corrective Action: No
Adverse Action: No
This facility is scheduled to be inspected every 22-24 months.

Even if your daughter does not qualify under the income guidelines,
the list provided above would enable her to shop for a price she can
afford.

WHAT ABOUT OTHER PLACES? ---------------

Some places also price daycare based on a sliding scale. I've done
some online searches for programs which might provide low-cost daycare
but have only come up with the following:

---------------------------------------------------------------
Houchen Community Center
609 Tays, El Paso, TX 79901
533-6445
Elsie Connor, (Interim) Executive Director

Fees: Membership fee. Sliding Fee for daycare, varies with income
Hours: M-F 6:30am - 5:30pm

Diversified programs for children 0-17 years. After school program for
children in the 3rd thru 6th grade, must qualify and be resident of
the area.

So, what I've given you should give your daughter a good start on
shopping for affordable daycare. I'm comforted by the fact that Texas
regulates their daycares fairly tightly. I think this should give her
some peace of mind when it comes to the selection process.

Please let me know if anything I've explained isn't clear and I'd be
happy to clarify it for you.

Best of luck to you and your daughter --

Dear katzrkaren:

This is most likely a government funding problem, and is not limited
to her particular provider. You should call Child Care services in El
Paso for more information:
