Well, I was surprised to see your question still sitting here
unanswered, so decided to check into it myself. The term you use,
"state sponsored" child care doesn't seem to be an entity in Texas.
In short, what Texas does do is offer child care subsidies to
qualified individuals to help cover the costs of child care. The
parent can then use the subsidy towards child care at any facility
that chooses to accept it.

WHAT IS SUBSIDIZED CHILD CARE? ------------------
Subsidized child care are programs that pay all or part of a child's
care based on eligibility guidelines. Subsidy programs in Texas are
not regulated by Texas Department of Protective and Regulatory

WHERE DO I APPLY FOR SUBSIDIES ? ------------------
Child Care Services (CCS), under contract with the Texas Workforce
Commission (TWC) and the Upper Rio Grande Workforce Development Board
(URGWDB), purchases child care for families eligible for federal
subsidies.
CCS establishes provider agreements with independent providers to pay
for child care for low income families who are striving to become
self-sufficient. CCS also contracts with providers to care for abused
or neglected children.
Child Care Services is managed by the YWCA El Paso Del Norte Region.
HOW DO I KNOW IF I QUALIFY? ------------------------
If you think you qualify for CCS funded child care, call CCS at
915-533-7528. A CCS parent service worker will help you determine if
you qualify and will let you know if funding is available to subsidize
your child's care.

WHAT KINDS OF FACILITIES ACCEPT SUBSIDIES? ----------
These are the types of daycare that Texas regulates.
Listed Family Home: A caregiver who is at least 18 years old that
provides care in her own home for compensation, for three or fewer
children unrelated to the caregiver, for at least four hours a day,
three or more days a week, and for more than nine consecutive weeks.
The total number of children in the care of a listed family home,
including children who are related to the caregiver, must not exceed
12 at any given time.
Registered Family Home: A caregiver who provides care in her own home
for four to six children, birth to 14 years for less than 24 hours a
day. Child day care can be provided for six additional school-aged
children before and/or after the customary school day. The total
number of children in care, including children related to the
caregiver may not exceed 12.
Group Day-Care Home: An operation that provides care for seven to
twelve children, birth to 14 years for less than 24 hours a day.
Day-Care Center: An operation that provides care for 13 or more
children, birth to 14 years for less than 24 hours a day.
Drop-in Care Center: An operation that provides care for children,
birth to 14 years. It does not provide care for the same child for
more than five consecutive days and no more than 15 days in one
calendar month.

What I did was type in a search for ALL daycares in El Paso that
accept child care subsidies. Since I don't know the ages of the
children we are discussing, I clicked all three age ranges. The list
returned is long (over 200 daycares) so I'll just post you a link to

Even if your daughter does not qualify under the income guidelines,
