I recently read the phrase "education finance cartel" (or sinilar) as being
attributed to a university professor's characterization of teachers
unions, etc. The problem is that I cannot remember where I read the
words or who said them. I believe I also read the the professor who
coined the term is now deceased. I need to know who coined the term
(verifiable through an original source, preferably, such as an article
or book by the person).
