When you install Mac OS X 10.4 ("Tiger") it plays a pleasant little
techno/electonic song. Does anyone know the name of that song and who
it's by?

The song for Mac OS X 10.3 ("Panther") was Eple by Royksopp.

According to this blog entry, the Tiger music is "Bytecry," by Weevil:

I don't have a Mac, so I am not able to verify this. If you agree that
this is the correct song, please let me know so that I can repost it
as your official Answer.

"If you perform a clean install of Tiger you'll get to hear the new
intro music when you reboot and the Setup Assistant runs. What is it?
Bytecry by Weevil."
