How much did the State of New Jersey pay for water monitoring last
year and how that amount spent? I believe that use a technology called
SCADA (I suggest trying to find a copy of the state budget) .

Thank you for the comment, Hopefully this will help to clarify:
In terms of the items I am looking for, I am interested in how much
the state spent for items (1), (3) and (4). Items (3) and (4) I
believe are part of the costs that go into creating a SCADA system
(item 1). Also, in terms of clarification, while it would be great to
have the information for all of the universities, college, cities,
etc., I am more concerned with items at the government (state in
particular) level. Thank you. If you do have the information for
individual towns/cities, that would be phenomenal, however again, I am
more concerned with spending at the state level. Thanks again.

What do you mean "Water monitoring"  Here are some things to choose from:
1.  SCADA is a technoloy to manage the distribution of water.
2.  Laboratory tests (physical chemistry, organic chemistry, microbiology)
3.  Flow meters
4.  Sensors (rain, depth, etc.)
5.  Aquifer measures 
6.  Geographical Information Systems
7.  Reporting to Government Regulators
8.  Taste and Smell Tests
9.  Longitudinal Studies of potential contaminants

If you want ALL of that added up, you're asking for something that
will take about six months of effort to compile.  This is because
surveys will need to be sent to every: university, college, city,
town, water district, water botteling plant, federal agency with water
requirements, and well owner.
