Is it possible to file a chapter 7 on a county court fine.  i.e.
$4300.00 fine for obstruction of justice.

Bankruptcy protection is not usually available for criminal conduct. 
Such debts are usually not "dischargeable" in bankruptcy.  I'd be
happy to provide a more detailed answer with links, but not at the $2
price.  Maybe another Researcher has bankruptcy law closer to hand and
won't need as much time to research it.
