You might want to read http://slate.msn.com/id/2116775... it talks
about mainland China, but may as well apply to Taiwan. Pay particular
attention to this:

"If this sounds as nerve-racking as it is, your other option is to
leave China stock-picking to professional investors who live in China,
visit the companies, and speak Chinese (in other words, people who
possess the basic advantages that, in any industry but this one, one
might assume were essential to the task)"

Unless you're a hedge fund with risk analytics software, China
experts, economists, etc... don't try to be a retail investor in
foreign markets. You may get lucky and earn excess returns, but you're
more likely to get screwed. If you're thinking about investing at the
retail level, find a good Asia mutual fund instead. You won't shoot
the moon with returns, but you stand a much better chance of keeping
most of your original investment.
