what does x~ or x~x mean at the end of an email?

I don't think that it does mean a french kiss. Other forms include:
~x~ or x~x~x. I believe it is some sort of code, trouble is that you
don't seem to be able to search for '~' in google search string.

X~  suggests to me  (with my imagination ;D )  a kiss and anything
following, and X~X,  the same followed by a kiss.

It depends quite on the cultural context you are, but in Netherlands
and Belgium this means a French (a.k.a tongue) kiss.
