If it's truly cosmetic, no special permission needed in US. As I
understand the regs, (and this is not legal advice)Your device must be
completely safe, and may not affect or claim to affect, the structure
or function of the skin (or the rest of the body)

"Makes wrinkles vanish", for example, would not be legal.
