I need advice and ideas for the exposure of my new site:

It seems that I have an attractive product, but I don?t have
sufficient resources for marketing.

Product
A Music manager and rating system.
Rating cards inserted into cd's, provide accurate insight view at a
glance, on the content of each album. System is based on a unique
rating engine (ART - Accelerated Ranking over Time) that ranks and
rates all types of music: each track, every cd, and entire
collections. It is a practical music collection manager. The card is a
simple tool in an outstanding powerful system.

Problem 
I may have a good product that nobody knows about. My marketing
budget is 100$ per month for the coming six months. I'll be willing to
reinvest in marketing 50% of my profits .

Questions
1)What are my best options for reasonable marketing and promotion
with my limited resources?

2)I have the understanding that SEO would cost some few k$, which is
out of my present budget. Is there anybody out there that provides
reasonable or even minimum SEO results at reasonable cost (under 500$)?

3)Any recommended companies that could handle my marketing and
promotion needs (with the above budget), for reasonable exposure and
traffic to my site?

I would appreciate your comments, suggestions, and ideas on any related aspect.
