Everytime I try to clear my cache,I click on Tools and Internet
Options I get a window that pops onto my desktop with a big red ball
with a white X in it and it says Restriction   Contact the System
Administrator.  I thought I was the System Administrator.  and my IP
address starts with 24.  This is a home computer and I have been told
that this is incorrect and it should be changed.  Please help me.  I
am fairly new at this computer stuff and have trouble understanding
some things.  Thank You.

A computer 'error' that pops up will always say 'Contact Computer
Admin' when such errors occur, regardless of whether you are the
administrator or not.  The machine won't know you are the computer
admin - these are standard messages pre-programed into the OS.

I'm not so sure what your problem is.  I've gathered that an error
pops up after you clear the cache, but you also say that your IP
address starts with '24'.  Are you saying that this error resets your
IP address which makes it start with 24, and it's not supposed to be
starting with these numbers?

I had the same problem, it is spy ware that is the cause.    
I fix it with Hijack this spy ware program from downloads.com try it I
think it will work.do not remove
any thing your self.go to spywarewarrior.com to find out
how to use Hijack This do what they tell you.

and anti virus software..
