We have a 7 millivolt pulse flashing some LEDs.  We need to use that
pulse to trigger some big 120V strobelights.

Just use a LDR to detect the light from the LED, feed the signal to a
555IC then the output can directly drive a 10A relay that could
trigger a strobe up to 10Hz,
