WSJ lst Friday alluded to an article written by Richard Beth in 2001,
(who is part of the Congressional Research Service) explaining the
difference between filibuster and clothure. Where can I get the
article?

Hello lakefk,

As it happens, on Saturday I saw a reference to a Congressional
Research Service report on filibusters and cloture:

"Saturday, May 21, 2005 -- Resources, Reports, Tools, Lists, and Full
Text Documents U.S. Senate-Filibusters"

It links to a report co-authored by Richard Beth:

"Filibusters and Cloture in the Senate," by Richard S. Beth and
Stanley Bach(Updated March 28, 2003)

Further research reveals that Mr. Beth also wrote another relevant report:

"Cloture Attempts on Nominations," by Richard S. Beth (Updated December 11, 2002)

I presume that you would prefer these updated reports to the original
versions that they apparently superseded.  If not, please let me know,
so that I may do some follow-up research.
