I would like to set up a national network of real estate agents who
are willing to represent one party to a residential real estate
transaction for a fee (no commission).  I would like the fee to be
uniform nationally, ideally around $500 per transaction.  I operate a
for-sale-by-owner website (FSBO).

I do not want the real estate agents to be my employees.  I simply
wish to refer my customers to them.

The real estate agent will be hired by the buyer or the seller.  The
agent will only handle the paperwork through closing.  The agent will
not list or show the property.  The agent will not have to be involved
in the negotiations or otherwise be involved in bringing the buyer and
seller together.

I am trying to determine the best way to locate real estate agents
willing to do this.

This is an interesting idea.  Have you talked to any agents about the idea?
I wonder if it would be possible to sell it to Caldwell Banker or one
of the other nationwide firms, thus securing a large network of agents
without having to deal with individual ones?
RE agents have, of course, all sorts of arguments about why their
complete services are needed  - just as lawyers say that you need one
on your team when you buy or sell a house.  But maybe at a higher
level within such a firm, someone would recognize that any business is
good business:  a chance for younger agents to gain experience; that
buyers are often sellers themselves, potential contacts.

On the other hand, they could have strong misgivings that any support
of FSBO is detrimental to their own business.

Realtors don't like to admit it, but one can sell a house without their help.
The contract forms are pretty standard and can be had.  Escrow is
perhaps the matter that is outside the experience of many people.
I wonder if escrow agents could assist in handling the documentation?

Scoutsdad,
Perhaps you missed it;  for a short time there was comment posted by a
real estate agent who wanted to be contacted by you.  Because he/she
gave an email address, the comment was removed by GA.

Maybe you could add a call for agents to your FSBO website ...
