I think it is "Art cannot exist in a vacuum". I found no author so I'm
assuming it is a cliche, not a quote. Generally speaking art is a
creative response to SOMETHING.

Kitaj was very much tied to the British school of Hockney and Bacon
although I haven't been able to find any quotes by them dealing with
artistic creation. As kindredspirt has suggested it seems rather to be
a cliche, and may have developed out of the post-modern mindset and
increased interest in psychoanalysis. Regardless, Bacon and Hockney
quotes are still top notch in terms of art theory and general
interest.
