For me, however, copy-and-paste worked fine. I was able to see both
images. Unfortunately, I have not the slightest idea who the artist
is.

The date is 4-10-31. April 10th, 1931.

If the painting is of European origin, the date could also be 4 October 1931.

Now I typed in the link and found the pics.
Considering the subject, I wonder if it is not European and date could be 
4 October 31. Admittedly, April is too early for raking hay (which I
presume is what they are doing), and October much to late, especially
for having fresh growth on the field.

I can't decipher the name either.
