cheapest per gallon cost for municipalities that use well water?

I live in deep-well country (we're up on the ridge about 12 miles from the 
Mississippi River). You go down past 400-some feet to get good water.
Drill down to 500 or 600 feet and you really do get good (albeit
ancient) water.
