from nation to nation, community to community, and institution to
institution.

I was interested in the information in general. If it makes a
difference, I live in the state of New Jersey. Maybe you can provide
some information for the district of NJ. My interest is primarily
within a prison population. I hope this helps.

Would it be fair to rephrase your question:
How does correctional policy contribute towards (or respect, or take
into account) an inmate's need for respect, hope and safety?

I don't want to change your question, if that isn't what you mean, so
