I want a software system that i can load on my PC or stand-alone
system with software.  The software needs to accept incomming calls,
determine who the intended recipiant is and convert the voice message
to a text message.  The text message must then be sent to the intended
recipiant at their cell phone.

Most likely a voice to text converter would be needed.  This is
usually a board that would be installed in the machine to convert from
speech to text.  There are software ways to do this however their
accurancy is questionable.  Look at intels product offerings.

Once you have a converter then you will need software to send the
converted files to your intended receipients

Why wouldn't something like that work?  I assume you have a 56k modem
that has voice capabilities laying around you could hook to the phone
line and route the calls through it, to log and check the CID and then
record a greeting similar to a voice mail / answering machine and use
that.

There's many more options than just this package, it was just a quick,
small, and easy looking piece of software.  No idea if it actually
works or not.

Wouldn't it be easier to just not convert it to text?  You could have
your computer record the message, then call the number, and play the
message.  If they can't answer it, it would be stored in voicemail.
