Depends on what you mean by legal.  If you just want to pressure a
company, sure, go ahead.  However, if you are circulating a petition
to get laws changed, or an issue on the ballot, I don't think so - the
general requirement for a petition is for each person to sign in ink,
proving they are who they say they are.

Just my $0.02, and I could be wrong.

Yes the best site is http://www.petitiononline.com where you can
create and advertise a petition that can be signed by anybody who
visits the site. It monitors names and email addresses so people
cannot vote twice unfairly under the same email address.
